The Governing Board shall admit and enroll students who are entitled to attend District schools under state or federal law, including students who reside within District boundaries, students admitted pursuant to an approved interdistrict attendance agreement or other lawful transfer, and students otherwise entitled to enrollment or continued attendance under the factors outlined in Education Code section 48200, et seq.

The Superintendent or designee may require reasonable evidence that a student meets District residency requirements. Reasonable evidence may include documentation showing the name and address of the parent/guardian within District boundaries, including, but not limited to, any of the following:

1.        Property tax payment receipts;

2.        Rental property contract, lease, or payment receipts;

3.        Utility service contract, statement, or payment receipts;

4.        Pay stubs;

5.        Voter registration;

6.        Correspondence from a government agency; or

7.        Declaration of residency executed by the parent/guardian.

The District shall not require a parent/guardian to provide all of the documents listed above and shall accept other reasonable evidence of residency as required by law.

The District shall not deny or delay enrollment when immediate enrollment is required by law, including for homeless children and youth. Lack of proof of residency, school records, immunization records, guardianship papers, or similar enrollment documents shall not delay enrollment when immediate enrollment is required.

The District shall apply admission, enrollment, and residency requirements uniformly and shall not request or collect information or documents regarding a student’s or family member’s citizenship or immigration status, including social security numbers, except as required by state or federal law or as required to administer a state or federally supported educational program.
