Participation in Extracurricular and Co-Curricular Activities

Policy 4-100

Scope:

District students are encouraged to participate in extracurricular and co-curricular activities in conjunction with their educational program.

  1. 1. Generally

Extracurricular or co-curricular programs or activities are open to all students regardless of sex, sexual orientation, gender, ethnic group identification, race, ancestry, national origin, religion, color, mental or physical disability.  No extracurricular or co-curricular activity or program shall be offered or conducted in a manner that discriminates or separates students on the basis of any actual or perceived characteristic listed as a prohibited category of discrimination in state or federal law.

Students will not be required to pay a fee for participation or for any supplies, materials, and/or equipment necessary for participation in extracurricular or co-curricular activities.

All extracurricular and co-curricular activities must be supervised by District certificated personnel even if the activities are held outside of District facilities.  Any noncertificated individuals working with students in District extracurricular or co-curricular programs must obtain an Activity Supervisor Clearance Certificate from the Commission on Teacher Credentialing before performing any work.

An “Extracurricular Activity” is an activity or program that meets all of the following criteria:

Extracurricular activities are not part of the regular school curriculum, are not graded or awarded academic credit, and do not take place during classroom time.

A “co-curricular activity” in the District is a program that may be associated with the curriculum in a regular classroom.

The following do not qualify as either extracurricular or co-curricular activities in the District:

  1. 2. Eligibility

District students in grades 7 – 12 that have achieved satisfactory educational progress in the previous grading period are eligible to participate in extracurricular or co-curricular activities.

For purposes of this policy, “satisfactory educational progress” is achieved when a student meets both of the following:

The District may, at its discretion, impose additional requirements.

For purposes of this policy, “previous grading period” does not include a grading period in which the student was not in attendance for all, or a majority of, the grading period due to absences excused by the school for reasons such as serious illness or injury, approved travel, or work.

When one or more grading periods are excluded as described above, the “previous grading period” is deemed to mean the grading period immediately prior to the grading period or periods excluded.

  1. 3. Probationary Period for Students Not Achieving Satisfactory Educational Progress

A student who does not achieve satisfactory educational progress in the previous grading period may remain eligible to participate in extracurricular and co-curricular activities during a probationary period.

The probationary period shall not exceed one semester in length, though the governing board of the school district may establish a shorter period. A student who does not achieve satisfactory educational progress during the probationary period shall not be allowed to participate in extracurricular and co-curricular activities in the subsequent grading period.

  1. 4. Student Conduct

Students participating in or attending extracurricular or co-curricular activities or events must conduct themselves in accordance with District policies and regulations.  Conduct that violates school policies may result in the student’s exclusion or removal from the activities and/or discipline.
